Bottom line: turning the tools on is free, but you need a professional account, a country where each tool exists and each tool's follower minimum (Gifts asks for 500).
The general rules are in Meta's Partner Monetization Policies. According to the official page, people who use monetization tools must:
Gifts are Stars that fans buy and send on Reels.
With Subscriptions, fans pay a monthly price for exclusive content, such as subscriber-only Reels, Stories and lives.
Branded content and partnership ads have their own requirements.
The payouts page says Badges, Bonuses, Gifts and Subscriptions can be paid out, and that only business and creator accounts receive payouts.
